Objective of the project

We want to promote the participation of migrants in local and regional decision-making processes through the establishment or strengthening of migrant councils in the project regions and cities.

Abstract of the project

The project rationale is based on the involvement of migrants as direct actors of change, through processes of participation and active citizenship. These processes will be defined and constructed by migrant organisations and communities in the target territories, in collaboration with local authorities and civil society organisations. The councils will have a consultative and propositional function on issues relevant to the immigrant communities in the area.

Context analysis

The lack of migrant representation in local decision-making is a crucial factor, leading to institutional neglect of migrants’ needs and the inadequate operation of existing policies for migrant inclusion. The negative effects of the COVID-19 pandemic have been disproportionately high for some vulnerable groups of migrants, whose voices are obscured by a lack of empowerment within communities. The MVH project is structurally embedded in ActionAid’s migration interventions in the Naples area. In particular, the project is developed in continuity with the SEEDS initiative, and the European projects YALLA! and SCIC, which promote the socio-occupational inclusion of third-country nationals through a focus on the inclusiveness of public services, collaboration with public bodies, and the participation and active citizenship of migrants.

Outcomes

  • 5 new migrant councils set up, in local regions that currently do not have one, in 5 different EU Member States (BG, RO, HU, GR and FR) and one activated (IT) thus enabling the creation of structured structures and formalised ways of regularly consulting more than 5000 migrants, living in these places, on policies that directly affect them
  • Enhanced cooperation between countries with different levels of experience in promoting the active participation of migrants in consultative and decision-making processes
  • A working mechanism for regular migrant consultation based on the model developed in the city of Graz (Austria), which has an active migrant advisory committee is disseminated at the EU level
