Objective of the project

We committed ourselves to promote the transparency of the Italian reception system through better information and accessibility of the data.

Abstract of the project

The main project activities included the collection and analysis of data from the National Anti-Corruption Authority (ANAC) and prefectures on tenders and contracts  for the management of reception centres and the production of thematic insights and case studies to be used for advocacy actions towards public institutions and decision-makers.

Context analysis

Between 2014 and 2016, the number of migrants arriving at the borders of Italy increased from 66.000 to 176.000. In response to this spike in arrivals, the national authorities increased the capacity of the emergency reception centres (CAS) by increasing the value and number of tenders for the management of reception centres. This has led to numerous problems related to limited transparency in the management of procurement processes. Despite the reception of migrants has become an important political and social issue, there is still limited to no availability of accessible and verifiable data and very different and irregular sources of information.
